GOVERN is the second step in MESA’s operating cycle: the phase in which what was defined in PLAN is turned into an active control system, distributed across functions and monitored in real time. It is a structural and continuous safeguard that links planning to operational execution.
GOVERN translates PLAN’s objectives into operational controls that EXECUTE can monitor and measure, reducing the risk of deviations, non-compliance and missing evidence.
